Dave Warner is the Chief Vehicle Engineering Officer at the Southeastern Pennsylvania Transportation Authority (SEPTA.) He is responsible for directing and overseeing all engineering activities related to the design, procurement, inspection, preventive and repair functions for all regional rail equipment, Broad Street and Market/Frankford rapid transit lines, city and suburban trollies the Norristown High Speed Line and bus fleets. He is presently overseeing procurements of new regional rail push-pull multi-level coaches, and the vehicle aspects of SEPTA’s trolley modernization program, as well as deliveries of approximately 110 new buses annually.
Dave is a retired U.S. Navy Commander. During his 20-year career he was the chief engineer of a nuclear-powered ballistic missile submarine, and was a member of the commissioning crew of the U.S.S. Albuquerque (SSN 706). He has worked in the passenger rail industry for over two decades, focusing on new equipment acquisition and testing. He was the test director for commissioning the Acela Express trainsets in the last millennium, and, in this millennium, oversaw the writing of several PRIIA Section 305 Next Generation Equipment Committee vehicle specifications and commissioned ACS-64 electric locomotives for both Amtrak and SEPTA.
